SYP Response: 

I contacted our Crime Management System Administrator for assistance with questions 1-5 and 7 – 11.  For question 6, I sought assistance from the Custody Handling System Administrator.  Following a search of their systems they have provided me with the enclosed data and the following explanations of their search criteria/results:-

 

Questions 1 – 4 and 7

‘I have provided a count of offenders recorded on CMS within the Home Office group = Drugs, where the premises type = School/College and where property = possessed, broken down by offenders age, offence recorded and broken down by crime low disposal and by offence recorded and property sub class. 

 

I have used statistics dates between 01-Jan-2012 and 30-Jun-2017 and broken this down by calendar year.  Please note - a count of offenders is expected to exceed a count of offences as more than one offender can be recorded on one offence.  Occupation is a non-mandatory field within the Offender table of CMS therefore using this method of search may not result in an accurate reflection of what is potentially recorded on CMS’.

 

 

Question 5 – The youngest offender caught in possession of an illegal drug is school was 8 years old and the drug was ‘Cannabis – herbal/bush (not plant) – Class B.”

 

Question 6 – Please see data attached.  The Custody Handling System Administrator has provided the following explanation;

 

A search has been carried out using the ‘keywords – school.  If any offences were recorded with the postal address and no reference to School then Custody Handling can’t identify’.

 

Question 8

‘I have provided a count of offenders recorded on CMS within the Home Office group = Drugs, where the premises type = School/College, broken down by offender intoxication status.   Please note that the intoxication status of ‘under the influence of drugs’ only became available to use within CMS in 2016.  Prior to this it was ‘under the influence of drink or drugs’ of which non have been recorded for the time period specified. .   I have used statistics dates between 01-Jan-2012 and 30-Jun-2017 and broken this down by calendar year.’
